Roads and public buildings are the assets a municipality spends most of its maintenance budget on, and the ones citizens judge it by. This system manages their full engineering lifecycle: what the municipality owns, what condition each part of it is in, what it would cost to repair, what can actually be afforded this year, what was executed, and what difference that execution made.
Assets are registered and classified, then divided into segments or sections that become the unit of engineering evaluation. Standardized evaluation forms with primary and sub-elements and weighted criteria produce a condition assessment and a priority index, so maintenance decisions rest on recorded field evidence rather than on who asked loudest.
Estimated maintenance requirements and costs are matched financially against the available maintenance budget to produce an affordable annual plan, which is executed through planned, emergency and rehabilitation projects and work orders. Actual costs and the resulting improvement in asset condition and useful life are recorded back against the asset before the maintenance year is closed.
This is not the accounting fixed-assets register. IFMIS keeps the financial record of an asset — its value, depreciation and disposal. Asset Operations & Maintenance manages the engineering and maintenance lifecycle of the physical asset, and works alongside those fixed-asset records rather than duplicating them.
