Palestinian National Integrated Payroll System

Government-scale payroll for the Ministry of Finance, integrated through APIs with the General Personnel Council (GPC). Approved personnel actions and supporting documents are received electronically, validated, and executed under configured Civil Service rules.

Context

The Ministry of Finance payroll depended on personnel decisions issued by the General Personnel Council and re-entered manually by the Payroll Directorate. Al-Ghassan delivered the national payroll system and built an API integration with the GPC personnel system so that approved personnel actions — such as, for example, a change of job, a change of position, or a transportation allowance change — arrive electronically with their supporting documents. Payroll validates each action and applies the resulting salary and entitlement impact according to configured rules, including Palestinian Civil Service grade and step progression when eligibility conditions are met. This shifted much of the Directorate's work from repetitive data entry toward review, validation, and audit.
